Land West of Redhill Close

There is a possible proposal coming forward to develop the area known as 'Land West of Redhill Close' formally known as 'Redhill Sports Field'.

You may have attended the exhibition at the Church of the Ascension Church Hall towards the end of 2009 regarding the above proposal and discussed the possible project with the owner's representative and/or the developers.

If you did you will recall that an outline planning application was was being discussed but at that time an official planning application had not been lodged with Brighton and Hove Council Planning Department. At that time the developer's ideas included open space, nature reserve, tree screening and an area of mixed housing of possibly houses and flats. No detail on the actual numbers of flats and houses or their design and layout were given so if an outline planning application were to be lodged and eventually approved there could be no indication of how the built up area would turn out, let alone the implications of extra vehicular movements and car parking etc except that vehicular access was intended to be via Redhill Close.

Possible Playbuilder Scheme for Barn Rise/Dene Vale

Firstly, thank you to all residents who took time to attend the Withdean Ward Councillors monthly advice service at the Church of the Ascension Church Hall tonight. The duration of this service is just one hour and is intended as a one to one or one to two or three persons who have specific problems for which Ward Councillors can offer advice or assistance. It is not therefore the most appropriate venue for public meetings as on these occasions, Councillors would ask for specific officer support at the meeting to answer any questions that require detailed information on any identified issue raised. In this instance tonight the issue of concern for 29 residents was the proposed Playbuilder scheme for the Barn Rise/Dene Vale childrens play area. The Playbuilder scheme would provide approximately £50,000 to improve imaginative play facilities mainly for 8 to 13 year old children in the Withdean area.  Barn Rise/Dene Vale playground is in the second year of the scheme (2010/2011) and at this time, no plans are available to  consult upon but Brighton and Hove City Council is fully committed to full and open discussion with residents at a widely notified time later this year when Playbuilder designers will be on site and before any plans are developed for the scheme. There is absolutely no way that we as Ward Councillors will agree to development on the old bowling green area which is situated to the west of the Pre School.  In addition, the planning stage for Playbuilder provides that a working group of interested local residents will work with council officers and Playbuilder designers to come up with the best possible scheme for this area, but only if there is general consensus amongst residents that the Playbuilder scheme is a good idea for this area. Playbuilder funding is ring fenced by the Government and this means that the money cannot be used for any other development in Withdean Ward. Should residents decide that they do not like the scheme, the identified money can be reallocated to another area in the city. It is the role of local councillors to see that local residents are able to decide whether they wish such schemes to go ahead when all relevant information is available. Nest Boxes in Coney Wood

A group of volunteers from the Keep The Ridge Green Group (KTRG), with the help of a Council Ranger, will be installing a large number of new nest boxes in Coney Wood tomorrow afternoon, Sunday 15th February.

There have been next boxes in the wood for many years but as they are generally constructed from timber their life span is limited and replacement is therefore necessary when they deteriorate beyond the point of usefullness.

The KTRG are always looking for local volunteers to join the group to carry out a variety of conservation tasks so if you feel that you can be of help please follow this link

Emergency - Green Ridge - Saturday Feb 14th

A 4 x 4 vehicle has run off the road in Mill Road, through the hedge onto Green Ridge and in order to remove the vehicle, a section of the hedge has been cut down. There is now no complete barrier between Green Ridge and Mill Road and so there is a real risk for dogs off the lead and small children who may run through the gap onto Mill Road.

Withdean and Westdene Local Action Team (WWLAT)

Last evening I attended the second meeting of the Withdean and Westdene Local Action Team (WWLAT) which was held in the Hospitality Suite at Withdean Stadium. 

A good number of residents of the Withdean and Westdene area, some whom represent other organisations, attended. Following some necessary organisational business there was a lively and interesting discussion around a number of local issues that were raised by attendees.

I was able to address several items instantly with advice as well as information about beneficial actions that had already been taken by me as a Withdean Ward Councillor.

The result of the evening was that we should continue with meetings every two months with the next one being at the same venue on March 24th commencing at 7.30pm.

Surrenden Road Safety Issues

Following the most recent meeting that Ken and I had on site at the junction of Surrenden Road and Harrington road with officers from the accident investigation and prevention section of sustainable transport, more work has been carried out to see if it met the criteria for establishing a School Crossing Patrol (SCP). The criteria used is taken from ‘School Crossing Patrol Service Guidelines’ (issued by the Local Authority Road Safety Officers Association June 2008).  The number of pedestrians crossing and vehicles passing a given site is counted and a mathematical formula applied.  The results provide a measure of both the potential conflict and delays experienced by pedestrians.  It also accounts for the need to help small numbers of pedestrians to cross roads safely when traffic flows are heavy and delays are long and, conversely, when large numbers of pedestrians are crossing when traffic is lighter and delays are shorter.

The results of this viability test fall into one of four possible areas:

1.       Area C- SCP site definitely not justified at initial assessment – Apply further procedures if exceptional circumstances exist.

2.       Area B- SCP site not justified at initial assessment – Apply further procedures to verify the position.

3.       Area A- SCP site justified – Recommend establishment of SCP site

4.       Area P- Crossing facilities justified – Recommend controlled crossing (zebra or light controlled) be considered.

The results of the test at the Surrenden Road site fell into the area covered by point 4 in the above list and it has therefore been agreed that we should look at the feasibility of locating a formal crossing facility at this site before continuing with the establishment of a SCP site.  This does not mean that this site is now suitable for a formal crossing, but given this result, it is advisable to carry out a formal feasibility study which will include looking at pedestrian and driver visibility, maximum sight lines, road layout and may include an independent safety audit.

This has been a very lengthy process but we are pleased to report that improvements should be forthcoming in the near future. I will keep you updated via this blog but do please email or telephone if you wish to discuss this further. 

 

 

 

Crowhurst Road Police Station

I recently attended the opening of the new Police Headquarters in Crowhurst Road which is a modern environmentally friendly building with infra-red sensors for internal lighting and rainwater recovery for such things as car cleaning etc.
 
The station is situated next to the St John Ambulance Headquarters and will serve the Brighton East policing district from December 1st and will be the base for 105 officers.

The front office of the new station will be open to the public from 9am to 5pm, Monday to Saturday.

 

Cumberland Road Street Lighting

Residents have told me that one of the defective street lights in Cumberland Road has now been repaired but unfortunately, one remains out of action. This is situated outside Stamford Lodge and I have asked today that officers look again into any problems that exist so that the light can be repaired and in good working order as soon as possible. We take road safety issues most seriously and any areas with deficient street lighting are an obvious hazard to all road users but particularly to pedestrians.

Safe Crossing Protest on A23

A group of parents and children from the Westdene and Brangwyn area gathered at the junction of Windmill Drive and the A23 to call for a safe crossing point for children who may need to access the Patcham side of the A23.

Hopefully a pedestrian controlled crossing will be installed in the very near future somewhere along the section of this road that runs parallel with the Brangwyn estate so that children and parents can cross the road in safety.

Safety Issues in Surrenden Road

Safety, especially for children, in Surrenden Road, including the currently non-functioning VAS, are still a cause for concern and I am doing my utmost to achieve a resolution as soon as possible. 

More Plastic than Plankton

Ken and I both attended the Art-Project-Film Premiere at Westdene Primary School on Thursday 6th November, the film, More Plastic than Plankton had been created by children from six Primary Schools across the city. This was designed to draw attention to the disastrous environmental result of plastic bags and other plastic rubbish being discarded on the beach and in the sea which ultimately would be consumed by fish and other sea creatures. Westdene School Hall shimmered with "jewell" studded fish and a large sparkly octopus which the children had made. In true Oscar fashion, the staff, governors, children and parents made the most of the evening and we all munched on popcorn and cakes. If you get the chance, do try and see this film, it is good to know that so many young children are now aware of the dangers of polution by plastic. 

Update - Vehicle Activated Sign (VAS) in Surrenden Road

All necessary connections have now been made to the long anticipated VAS in Surrenden Road. Unfortunately, the sign is still not working and the cause is thought to be a fault in the sign itself. Urgent steps are being taken to resolve this annoying problem.

Vehicle Activated Sign (VAS) in Surrenden Road

It looks as if the Vehicle Activated Sign (VAS) in Surrenden Road will be activated very soon. A trench will be dug across the carriageway and linked into the street lighting system so that the VAS can encourage drivers to slow down as they approach the main crossing points for children attending the local schools.

This has been a long and drawn out process but it does look as if this action is imminent. 

Childrens playground in Dene Vale

Some improvement and replacement of equipment was made earlier this year to the childrens play facilities in Dene Vale. I am very pleased to be able to report that some further money has become available to further improve the activities for children and discussions will be taking place with all interesting parties to decide how the money can be best spent. Highbank

A number of residents from Highbank have contacted me about the increased difficulties with double parking particularly at the eastern end of the road. Other road users have also noted the difficulties they are now experiencing. I am aware that at least one emergency vehicle has been delayed because it could not get through where cars were parked on each side of this narrow road and I have had to reverse back and turn round on a number of occasions.
I asked officers to have a look at the situation in September and they will be returning in the near future to decide the best way to resolve the issue. The recommendations will almost certainly include some sections of double yellow lines to prevent double parking and I will let residents know the proposals when available. Web Casting of Council Meetings

As Chairman of the Governance Committee I was involved in the decision making process regarding the Protocol for Web Casting Council Meetings.

On 23rd September 2008, the Governance Committee approved a report that recommended: 'That the protocol detailed in the report be adopted and that Members be guided by it during the web casting of meetings'.

A pilot project of web casting meetings will commence on 9th October 2008 and end in June 2009 that will include the following meetings:-

Full Council, Cabinet, Planning Committee, Overview and Scrutiny meetings and other meetings as will be agreed by the Governance Committee.    

Hollingbury Park Playground - reopening update

You may be aware that Hollingbury Park playground on Ditchling Road, just south of the golf course is in the process of being refurbished and is due to be officially opened  on 13th September. However the first phase of the work is now complete so the toddler area and junior swings have now been opened up ready for this Bank Holiday weekend. I am blogging on this as although the playground is situated in Hollingbury and Stanmer Ward, residents from Withdean Ward also like to use the play facilities.

Update - Illegal Encampment at Green Ridge

I have been informed that a Sec. 61 notice will be served by the Police at 1.30pm today requesting the Travellers to leave by the end of the day and I understand that the area will be secured immediately after Green Ridge is vacated. Brighton and Hove City Council will then arrange for the site to be cleaned. Discussions are now taking place to further protect Green Ridge and the land adjoining Windmill Drive.

Surrenden area road safety issues

Ken and I have met recently with council road safety officers at the junction of Surrenden Road and Surrenden Crescent as well as the junction of Surrenden Road and Harrington Road to assess the current situation regarding safety of pedestrians and road users.
We have also had several communications with residents of the immediate area who are particularly concerned about safety issues for school children.
We have been making good progress and improvements to white lining and signage should be implemented in the very near future pending the necessary legal procedures.
It is thought that the best way to address the crossing point at the junction of Harrington Road and Surrenden Road would be to advertise for a school crossing patrol so that children using this could do so safely.

The junction of Surrenden Road with Surrenden Crescent continues to give concern as road traffic accidents and near misses continue to be reported to Ward Councillors and I did see two damaged cars near to this junction last week.Over the past 10 years, I have met with traffic and road safety officers and a number of measures have been introduced which appear to have helped for a time but then a new hazard has arisen. We are also aware that the junction of Harrington Road with Surrenden Crescent appears to have become more dangerous in the last few months. Most of this is due to unreasonable drivers ignoring the current speed limit and also ignoring the "School" warning signs. In addition, the new speed advisory sign in Surrenden Road has not been working as anticipated. My colleague, Councillor Ken Norman and myself are meeting with road safety officers during the week commencing July 21st and we will endeavour to arrange for more effective traffic calming measures to be implemented in these two areas. We will also be inspecting other areas close to Surrenden Road which are continuing to give concern. I will report back via this blog when we have met with officers.

Dene Vale/Barn Rise Dog Waste Bin

I have noticed that the Dog Waste Bin situated on the Dene Vale/Barn Rise grassed area nearest to Eldred Avenue is broken. I understand that this will be replaced this morning.

Old Bowling Green, Westdene

Following my appeal to those who park on the grass area around the old bowling green between Barn Rise and Dene Vale it would appear that some people are continuing to park on the grass in this area.

Given that once this is seen to be common practice other people will follow suit with the inevitable consequence that this pleasant recreational area will be turned into an informal car park which will soon bexcome an unsightly blot on our landscape.

I ask once again that those responsible please refrain from parking on this grass for both appearance and safety reasons. 

Litterpicking at Withdean Stadium

Last Sunday morning, 11th May, Ken and I joined a small band (7) of Brighton and Hove Albion Football Club supporters with their annual end of season litterpick.

The whole area around the stadium was covered, including Station Road, Eldred Avenue, Tongdean Lane, Valley Drive, Mill Road, Withdean Woods and the car park.

Not an easy task on such a hot day but carried out with extreme enthusiam by all and followed by very welcome refreshments in the hospitality suite supplied Paul Welch.

Old Bowling Green, Westdene

For some weeks now I have been keeping a watch on the vehicular activities taking place on the old bowling green area which lies between Barn Rise, Dene Vale and Westdene School playing field.

Some years ago there was a problem regarding parking and joyriding on the green and releasing handbrakes of cars and letting them roll down Mill Rise and onto the green. Following consultations it was agreed to install wood posts around part of the green and these can be seen to be still in place. It was decided not to completely circle the green with posts for aesthetic and access reasons.

However, the practice of parking on the green has once again arrisen with the inevitable result that damage could be caused to the green but more concerning is the potential safety risk to children who regularly use the green for recreation. 

It would be very much appreciated if those that are using the green for parking would refrain from doing so because of the risk to children and damage to the grass area. It may be that posts will need to be installed all around the green but that is not something that I and my colleagues, and some residents, would favour. I am sure that we would all wish to resist the installation of further posts in order to maintain the relatively open appearance of the green.

 

 

Community Stadium at Falmer

Plans appear to be progressing now for the new community stadium at Falmer for Brighton and Hove Albion FC. Residents in Withdean Ward had many worries when the club first came to play at Withdean Stadium and some issues still remain mostly caused by visiting supporters parking within the restricted area. Most worries are settled at an early stage via the Football Club Residents Liaison meetings which are held monthly at Withdean Stadium during the football season, This group is a meeting place for residents, club executives, environmental group representatives and council staff. Your Ward Councillors try to attend every monthly meeting and I shall be attending the March meeting of this group tonight.

The Deneway Handrail

The rather badly maintained handrail running from the Eldred Avenue shops down and through the railway arch on the Deneway have undergone some repair work in recent days. This railing has been in a dangerous condition for a long time and Ken and I have been very active in getting this work to be undertaken. At the same time we have been successful in getting some repairs to the road approach to the Eldred Avenue shops and we are hoping that other improvements in the general area around the shops will be forthcoming soon.

 

Withdean Ward Councillors Advice Service

This is just a reminder that the Withdean Ward Councillors Advice Service will be held next Monday, 9th July from 6-7pm at the Church of The Acension Church Hall, Mill Rise, Brighton. Appointments are not necessary so if you have anything with which you think we may be of help please come along. 

This service takes place on the second monday of every month.

Parking Bays for the Disabled

Withdean Community Groups

We value our links with all community groups in Withdean ward and this morning all three Withdean Ward Councillors, Pat Drake, Ken Norman and myself met with the chairman of the Westdene and Withdean Community Association (WWCA) to talk about the many community issues that arise from time to time.

We had a very productive discussion centred around the many and varied aspects of life and developments in the ward. We have set out a clear way forward that should be of benefit to as many residents as possible.

We are very happy to meet with with any existing or new community groups so that the whole of the Withdean community benefits from our new roles in the administration of Brighton and Hove City Council.

The Old Bowling Green, Westdene

A small problem has been brought to my attention regarding the use of the Old Bowling Green just west of the Westdene School playing field. The green is situated between Barn Rise and Dene Vale and is an ideal and valuable communal play area that is very well used by many children from the immediate area.

Some children who play football set up their goal posts in the north/south direction near to the actual road of Barn Rise which creates the problem of wayward shots on goal ending up hitting parked cars or cars that are driving by. I do not wish to see these important activities curtailed and hope that those who make use of this facility take care and postion their goal posts in the east/west rather than the north/south direction. 

I hope this will assist in helping everyone to enjoy this facility equally and safely.

 

 

Appeals against planning decisions concerning the area described as land to the west of Redhill Close, Brighton

Braybon Holdings Ltd have lodged two appeals under the Town and Country Planning Act 1990 against decisions made by the Brighton and Hove City Council Planning Applications Sub Committee concerning the area described as "Land to the west of Redhill Close". BH2004/03591/OA concerns the decision to refuse permission for the following: Amended outline application for informal open space, shared use junior sports pitch, new school and a centre for the blind, partially sighted and physically disabled. BH2003/03442/Fp concerns the decision taken to refuse permission for the erection of 112 affordable residential units (including 14 disabled units), public open space, wildlife area, childrens play area, recycling area together with vehicular access onto Redhill Close, pedestrian and cycle links to Valley Drive and Millcroft, associated road works and landscaping.

Both appeals will be held on July 24th 2007 at Brighton Town Hall, Bartholomews, Brighton BN1 1 JA commencing at 10.00hrs promptly. You may attend the inquiry but if you wish to speak, you must be present when the hearing opens.

Brighton Town Hall does have parking for the disabled, a lift to all floors and toilets suitable for people with disabilities. Please contact me if you would like any further information at this stage.

Brighton and Hove Albion - Community Club of the Year

Congratulations to Brighton and Hove Albion who have just been voted Community Club of the Year at the Football League Awards. We in Sussex are all aware of the fantastic work carried out throughout Sussex by the club's community team but this is true recognition as the club triumphed over other shortlisted candidates such as QPR, Milwall, Colchester, Norwich and West Bromwich Albion to win this national acknowledgement.The award is a fantastic tribute to all those who work within the community and if you would like to know more about the club's work in the community follow this link.

Withdean Ward Councillors Advice Service

Ken and I held the withdean Ward Councillors Advice Service earlier this evening at the Church of the Acension Church Hall, Mill Rise. We were visited by one resident who seems to have a problem with a development about to be undrtaken by the next door neighbour. I will be looking into this issue to see if there is any assistance that I can offer. 

Road Traffic accident in London Road

Thankyou to those who have reported to me the road traffic accident this morning at the junction of Peacock Lane with London Road. Ken and I were in London Road shortly following the accident and will be asking for a full report into the circumstances of this unfortunate incident. I know that there have been several accidents since the introduction of the dedicated bus and taxi lane which was introduced when the work on the A23 sustainable corridor was carried out. I have also been involved in two near misses whilst attempting to turn left into The Approach and also into Harrington Road and residents have also told usof many more close shaves in the section of road between Peacock Lane and Preston Drove. Withdean Ward Councillors continue to press for alterations to the existing layout and so would be grateful to know of any incidents that residents may witness which will help us compile as much evidence as possible to support our call for a change to the current layout.

Joint Commissioning Board

Ken and I are attending the meeting of the Joint Commissioning Board at 5pm this afternoon. The agenda includes items such as 'Vision for Health and Social Care Services for Older People' and 'Celebarting Age Survey - What Older People Think about Brighton and Hove'. 

AIDS Support Grant Cuts - Council December 7th 2006

Members of all political groups on Brighton and Hove City Council last night unanimously agreed to support a Green Notice of Motion amended by the Conservative Group concerning cuts to the AIDS Support Grant allocation to Brighton and Hove. Members expressed concern about changes in Government grant allocation which means that government policy has changed to reflect a national increase in HIV/AIDS amongst women and children and a greater concentration of resources is now being directed towards meeting these needs. The Notice of Motion condemns the inflexibility of the national HIV/AIDS funding formula which could potentially pose a threat to the many members of the Lesbian, Gay, Bisexual  and Transgender community which is currently estimated to be more than 30,000 living in Brighton and Hove. Members expressed grave concern that in the city where the LGBT community contribute so much to the wellbeing and prosperity of the local economy, cut backs in Government funding could mean that necessary financial and medical support might not be readily available to those living with HIV/AIDS whenever it might be required. The Amendment put forward on behalf of the Conservative Group by Cllr. Ken Norman called for a letter to be sent to the Department of Health, calling for Government to cut back on prescribing how local money should be spent, and allow local health providers the freedom to gear their spending to local needs. We believe that local needs should be addressed by local providers and this amendment was supported by all elected members present at the Council meeting.

Planning Applications For Upper Dene Court - Update

Ward Councillors and residents have worked together succesfully to oppose Planning Application Number: BH2006/03103 for two one bedroom garden flats beneath Upper Dene Court, 2 Westdene Drive, Brighton.

The above mentioned planning application has been refused by planning officers under delegated powers. Planning officers believe that they have sufficient valid reasons for refusal that will stand up against any subsequent appeal by the applicant. This means that the application will not be considered in a public session at a meeting of the Planning Applications Sub Committee.

Regarding Application Number: BH2006/03627. Two flats in the roof space of each building of Upper Dene Court, 2 & 4 Westdene Drive. Brighton.

This application is still to be determined and we will let you know any recommendation as soon as possible and we hope a decision could be forthcoming by Christmas.

 

Planning Issues In Withdean

Several planning issues in Withdean Ward have been brought to my attention and I am following these up with council planning officers. They all concern various conversions to domestic properties that are causing concern to other residents who live next to, or very close to, such developments.

Quite often extentions to properties do not follow the approved plans and clearly this has a worrying effect on close neighbours if they perceive that the development if larger than proposed or out of keeping with the property or surrounding area.

We, as ward representatives, are always happy to follow up any such instances that are causing concern to our residents.  

National Blood Service

Enforcement of Planning Permission

Most Planning Applications are agreed and then built strictly to the plans submitted at the time of the Planning Application. Sometimes this does not happen and plans appear to be "slightly amended" during construction. There have been several incidents recently of this happening in Withdean Ward and it really is important to seek advice from the Enforcements Team at Brighton and Hove City Council before work progresses too far. If any resident sees anything being built that appears to be contrary to the content and description of the original plans, do please let me know at the earliest opportunity so that I can raise the issue as a matter of urgency.

Following the CYPOSC meeting I left Brighton Town Hall and went directly to a meeting with residents to discuss some planning applications in Withdean Ward. I often receive requests from residents for advice on planning issues and it is always good to meet them in person so that meaningful discussion can take place.

I find that I can usually put people's minds at rest but of course this is not always the case. We always do our best to sort out any problems that residents may have in the hope that everything will eventually turn out in their best interests.

Preston Park Car Parking

It is gratifying to note that following many hours of discussions and planning with residents and council officers over a considerable length of time, a new residents parking scheme is going to be worked up in the immediate vicinity west of Preston Park Station.

This should eventually control the serious commuter and holiday parking that has blighted this area for many years.  

Secondary Admissions Review Continued

We are still getting enquiries about the changes anticipated following the Secondary Admissions Review and the meeting of CFS held last Monday November 6th. I am following up all comments and suggestions and Ken and I have a further meeting with Gil Sweetenham next week. Please be assured all your comments and queries will be followed up at this meeting and we will continue to do everything possible to see that as many parents as possible are happy with the place their children are offered at Secondary School.

Preston Park Car Parking

There are ever increasing problems with commuter car parking around Preston Park Station. Many residents are totally fed up with this problem but an item on the Environment Committee agenda for tomorrow will mean there will some discussion taking place around this issue.

I hope a speedy solution can be found so that commuters from as close as Reigate Road and Shirley Drive, among others, can be discouraged from driving and parking such short distances from their homes.    

 

Policy and Resources Committee November 2nd

I have just returned from the Policy and Resources Committee where items on the agenda for discussion this afternoon included the Discretionary Grants programme 2007/2010 decision on full bid applications from medium and larger sized voluntary organisations. One item included which may lead to concern is the apparent cut in grant for the Citizens Advice Bureau (CAB) from £133,000 to £100,000 per annum. The reason for this is that £100,000 is the maximum amount of grant funding that can now be allocated by the Council and currently, discussions are taking place to see if accommodation or any such benefit can be offered to the CAB to offset the shortfall.Other items on the agenda were Coldean Library, Beatty Avenue, Coldean where the transfer of land known as Coldean Library, on terms to be settled by the Director of Finance and Property, based on 125 year lease to Hanover Housing Association was agreed by members. The development will also include a further 6 units of extra care housing. Members from all political groups supported the proposals but also agreed that facilities at other branch libraries across the city should be reviewed as soon as possible. The Corporate Assessment 2006 report was also considered by members. A proposal to instigate City Community Awards was defeated.

Facilities at the Royal Sussex County Hospital

I have recently made a very informative visit to the Royal Sussex County Hospital where I have seen some of the recent developments that have been made available for patient care. I vistied a friend receiving care in the old Renal Care facilities a few years ago and have now seen for myself the fantastic facilities and accommodation provided in the new Renal Care Centre. There are facilities for in- patients and also a day care centre where residents can visit for the day, receive treatment and then return to their own homes at the end of the day. The new Childrens Hospital scheduled to come on stream in 2007 will provide medical treatment for children with all associated facilities on hand at other parts of the hospital should the need require and although there is some debate about the cost of the new childrens hospital, I cannot speak too highly about the excellence of the new facilities that will soon be available. Improvements are also in place to provide an even better service at Accident and Emergency with GP provision soon to be available. This will help those patients who make the A and E department  a first call and who after all necessary assessment has been made to establish the medical intervention necessary, can also be seen by a GP before returning home. As always, I must speak of the dedication to patient service by NHS staff who continue to provide excellent treatment at all times in frequently difficult and challenging circumstances..

Abandoned Car

The car at the bottom end of Dene Vale which has been causing an obstruction for many weeks is now marked for removal. It has clearly been abandoned and residents will soon be able to drive along this road without any problem.

Should anyone encounter any similar, possibly abandoned, vehicles please let me know its location and type as soon as possible.

Educational Trust Funds in Brighton and Hove

Brighton and Hove City Council administers various Educational Trust Funds which can provide some financial assistance towards the cost of achieving a recognised qualification. The awards may assist with apprenticeships or other recognised courses of study, scientific research, study trips, the study of music/arts, outfits, clothing, tools, instruments, books. Eligibility: At the time of application, applicants must: be under the age of 25, have been normally resident in Brighton and Hove for at least the last two years (not just temporarily resident for the purpose of study). If you meet the criteria, please apply for an application form which must be completed in full, supplying all relevant information so that your application can go forward for consideration by the Trustees. The Trustees meet twice each year to consider any completed application forms that have been received and applications must be received before the end of March, to be considered in April and before the end of September to be considered in October. Soccer Sight at Brighton and Hove Albion Home Games at Withdean Stadium

A new initiative was launched at Brighton and Hove Albion's Home Game with Northampton Town at Withdean Stadium on October 21st. Working in collaboration with the Royal National Institute for the Blind, "Soccer Sight" will in future provide facilities for up to 10 blind and partially sighted football fans who will be able to sit anywhere in Withdean Stadium and hear their own match commentary of every goal, tackle and kick.This seems an excellent step forward to make football more inclusive for as many sections of the community as possible and enable these fans to follow the game for the full 90 minutes.To find out more about Soccer Sight follow this link

Pavement Repairs

It is pleasing to see that some pavement repairs have been taking place within some areas of Withdean Ward. There are some quite dangerous areas of pavement that could cause elderly, disabled or even fully fit people to trip with the possibility of them suffering physical injury. 

We keep a constant look out for any such potential hazards in the hope that we can keep our surroundings safe for everyone.

Equalities Forum

I have just returned from the Equalities Forum of which I am a member. Many issues were down for discusion one of which referred to access to the beach for the disabled, wheelchair users and parents with buggies. An interesting form of matting is now being tested for this use on the beach near to the bottom of West Street and reports are proving very positive. An all party group will look at the possibility of extending the scheme.

Dead beech tree in the Withdean Stadium

A very large beech tree has died in Withdean Stadium on land closely adjoining Tongdean Lane. It has been marked for felling for several weeks and I have contacted the Arboriculture Department at Brighton and Hove City Council to find out when felling is anticipated.

Enhanced checks for those working with children new guidance gives advice on CRB checks

Enhanced criminal record checks became mandatory for new appointments to the school workforce in May.This includes staff who do not have contact children such as admin staff and caretakers. Checks do not need to be carried out on staff who have been out of the school workforce for less than three months. The regulations are being amended further to make CRB checks mandatory for all overseas staff (as some were not covered by the Many 12th requirement). Governors and teaching staff also have the opportunity to comment on the new draft guidance, Child Protection, Safer Recruitment and Vetting in the Education Service, and the proposed regulations that underpin parts of this guidance and for more information follow this link. More information can also be found by following this link to the DFES website

Flooding in Withdean Ward

The recent torrential storms have resulted in serious flooding at the junction of Preston Road/London Road, Knoyle Road/London Road, Harrington Road/London Road and the junction of Tongdean Lane with Valley Drive. Engineers have been called to Tongdean Lane/Valley Drive and I have asked if all other blocked drains in these areas can be cleared and kept cleared on a regular basis. Saddlescombe Road, also in Withdean Ward is frequently waterlogged near to the boundary of Brighton and Hove and this is a more difficult problem to solve as water runs down from the fields blocking the road but it is hoped that some work can be carried out to make this safer for motorists and cyclists.

BH2006/02427 Land to the East of 55 Highcroft Villas - Withdean Ward

Residents are continuing to contact me to oppose the planning application, BH2006/02427 which seeks to erect a split level apartment block on land to the east of 55, Highcroft Villas. I would like to reassure residents that I am aware of the considerable number of concerns expressed and will almost certainly ask to speak at the relevant meeting of the Planning Applications Sub Committee when this application will be determined.I will give more details of the date that this application is due to be discussed when information is available.

For those of you who follow the agenda of the Policy and Resources Committee, amongst a number of other decisions taken by the Committee, it was agreed that the Council should be moving towards an Integrated Public Health Directorate working jointly with the Brighton and Hove City Primary Care Trust.. It was also agreed that the Housing Responsive Repairs and Empty Homes Partnering Contract Award, 4th December 2006 - 3rd December 2011and the King Alfred Development - Evaluation of Revised Stage C+/D Design will be dealt with as Items 109 and 110 respectively at a Special Policy and Resources Committee Meeting to be held in the Council Chamber at Hove Town Hall on Thursday 5th October 2006, meeting commencing at 4pm.

Spade to Spoon Launch

Last night saw the launch of the Spade to Spoon initiative, a food strategy and action plan for Brighton and Hove and is promoted by the Brighton and Hove Food Partnership. How we produce and consume our food and its relationship to our health and environment are increasingly under the spotlight. Obesity, a big concern now in children, and diet related diseases such as diabetes and heart disease are proven to be on the increase. Those attending the launch heard presentations by Catherine Thompson - Hertford Infant and Nursery School, Alan Lugton from the hugely successful Care Co-ops and finally Peter Brooks who operates the Queen Adelaide Tea Room at the Royal Pavilion, each provided a 15 minute presentation about how they had each accepted the challenge to provided locally sourced, attractive and healthy food in each of their establishments. News from Keep the Ridge Green

I have written several times this year about the activities of members of the Keep the Ridge Green group of environmentalists and thought it is now a good time to provide an update. You may remember the saga of the thousands of goldfish that had been living in our small dewpond and the enormously successful efforts that provided board and lodgings when the dewpond was found to be quickly drying out during the summer. All the fish have been found new and hopefully happy homes and the dewpond has now returned to its intended condition. However it is worth a reminder that however attractive fish may look swimming around in such pleasant surroundings, a dew pond is intended to promote endemic species and is neither a home for fish or a swimming pool for hot and thirsty dogs. Members of the group will be having one of their normal work days on November 4th 2006 with maintenance planned to take place on 25th February, 10th June, 16th September and 25th November 2007. Missing Road Signs in Withdean - Continued

Further to my previous blog concerning missing road signs in Withdean, I have just noticed that the sign at the junction of Eldred Avenue and Windmill Drive has been vandalised and I will also report this as needing to be replaced. Whilst it is important that roads are clearly signed, it is unfortunate that money has to be spent on replacing signs that are clearly being systematically destroyed by vandals.

Missing Road Signs in Withdean

Replacement road signs for Valley Drive (junction of Valley Drive with Dyke Road Avenue), Windmill Drive (junction with Mill Rise) and Wayside (junction with Windmill Drive) have been ordered today. It normally takes about 3 weeks for the replacements to be made and installed. Please let me know if you have noticed any other seriously damaged or missing road signs in Withdean Ward so that I can arrange for replacements as soon as possible..

Visits to Adult Social Care Establishments

Residents might like to know that members of the Adult Social Care Committee undertake visits to various health provision establishments throughout the city and this includes Day Centre facilities. Appointments to visit are prearranged and we are given guidance on how we should handle the visit because in many cases we are actually going into someone's home and clearly we would all want to behave in the same sort of manner that we would expect visitors to our own homes to behave. The visits last for approximately one hour and over the years, I have made many friends that I meet from time to time in many other circumstances and places whilst carrying out my work as a Councillor or just out shopping. The visits are doubly important because we can get to know what each service has to offer and we can also establish the quality of that particular service. I have always been warmly welcomed wherever I have gone and get lots of invitations to coffee mornings and other social events and try to go along as often as other commitments permit.

New Term at Westdene Primary School

The new term is now underway and I would like to issue a plea to both parents and drivers to approach the vicinity of the school with caution at times when children are arriving and leaving the premises. Mill Rise is a busy road at anytime and with the increased number of cars parked on the road, visibility is restricted which could mean that motorists cannot see small children that might just be going to run into the road. Problems are also caused by parents who continue to unload children from cars on the road rather than onto the safety of the pavement.It could only takes a moment for a terrible accident to occur, please do think about the vulnerability of small children on what is now a fairly busy road.

Finance Meetings

Having spent my "working life" in Science, then moving to be an Education spokesperson and then spokesperson on Adult Social Care at Brighton and Hove City Council, I hope that I am now really getting to grips with being the Opposition Spokesperson with the Finance Portfolio. I have welcomed the help of the many finance and business personnel that I have already met and have a number of other visits planned before Christmas. The work is truly absorbing and I now find that I tend to bore my friends with chat about Business Rate and Council Tax instead of reforms in the NHS, but so far everyone has been very kind and seems to humour me. As I write this Blog at home, I am surrounded by the delicious perfume from lilies that formed part of a wonderful and very unexpected bouquet of flowers sent to me last week and if the sender reads this she should know how much these flowers have meant to me. Some of you will know that I have recently suffered a very traumatic experience followed by the loss of our wonderful dog, Poppy and this has all knocked me to say the least but the wonderful support received from friends and colleagues is gradually getting me through although I am still experiencing difficult times. Work IS a great healer and there is much to do around the Ward with problems yet to be solved in Surrenden Road and Withdean Crescent. I have the very highest regard for officers at Brighton and Hove City Council who do work to resolve problems and outcomes to the very best of their abilities. Sometime it isn't possible to resolve everything but I can guarantee that Councillors and Officers do their very best and that sometimes, is all we can do.

Welcome to Brighton and Hove - Gateway Protection Programme

Earlier this year, members of the Policy and Resources Committee agreed that the city should become a resettlement area for refugees under the Gateway Protection Programme by accepting one group of refugees in this current year. The Gateway Protection Programme is the official name for the UK's resettlement programme and provides an entry route to the UK for vulnerable refugees who arrive in the UK with immediate and full rights to settle and integrate into the community here. The process is planned, managed and fully funded by the Home Office for the first year. The plight of refugees is mainly only known to us through harrowing reports from the media and we can only imagine the terrible circumstances that these people have witnessed and survived, frequently occurring to their own family members and in their own homes and villages.I would like to welcome those new residents who have recently come to live and work alongside us and hope that they will all soon settle into our very different environment and enjoy and flourish and grow to love the city like us who were either born here or who have moved here and chosen to remain. I am sure that the wonderful community of Brighton and Hove will welcome and offer friendship and support to people who have experiences that we cannot possibly even contemplate. I believe that the recommendation was agreed by Policy and Resources unanimously which is confirmation of the strength of support felt and represented by all political parties.  

Sussex Cancer Fund

The Sussex Cancer Fund for Treatment and Research is the only local Cancer Charity  and is based at the Royal Sussex County Hospital in Brighton. The Charity works hand in hand with the NHS to create new and improved facilities in the Sussex Cancer Centre. The aim is to achieve the best possible cancer care for the people of Sussex. Improvements such as new equipment and major building projects make the Cancer Centre more effective and attractive. aMaze is an independent voluntary organisation and charity working to empower parents of children and young people with special needs. It is managed by a Board of Trustees made up of parents and professionals who employ a dedicated team of part time staff. Staff manage and support two teams of trained volunteers.

aMAZE is a one stop shop providing integrated advice and support for parents and is funded by Brighton and Hove City Council to provide a Parent Partnership Service offering parents independent information, advice and support on educational issues. Single Telephone Assessment Number (STAN)

Currently, if a GP believes that a patient needs further medical assessment following diagnosis, the patient is likely to be admitted to a medical assessment unit within a hospital. A new scheme is now being trialled whereby the GP can call the Single Telephone Assessment Number (STAN) to find the best place for unwell patients. STAN can also monitor bed capacity making sure that beds are free for emergency admissions. This is a one year pilot scheme between Brighton and Hove Primary Care Trust and South East Health Ltd and is due to begin in September.
